Small Business Program

Welcome to the Los Angeles District’s Office of Small Business. We assist firms in doing business with the government to ensure small businesses have access to L.A. District contracts. We strive to provide you with the most current small business initiatives and project status. The Small Business Act of 1953, as amended, requires the Federal Government set-aside a fair proportion of its purchases to small businesses, through various Small Business Programs, including: Small Business Set Aside - purchase anticipated to be valued from $3500 to $150,000 is automatically set- aside for small businesses Small Disadvantaged Business - via U.S. Small Business Administration’s 8a Business Development Program (www.sba.gov/8a).

The 8a Program is a certification program and requires a registration and certification process. HUB Zone Small Business Program - requires a separate registration and certification process. To register/certify for the HUBZone Program, access the SBA website at www.sba.gov/hubzone. Women-Owned Small Business – this is a self- certification Program, or a WOSB may elect to use the services of a Third Party Certifier. See guidance at www.sba.gov/WOSB. The Service Disabled and Veteran Owned Small Business - must have a service-connected disability that has been determined by the Department of Veterans Affairs or Department of Defense, at www.va.gov/osdbu.

The Army Corps of Engineers fully supports the government policy of placing a fair proportion of the Corps’ contracts for supplies, design, engineering, construction and support services with qualified small businesses as prime and subcontractors. We consider small business to be the heart of the U.S. economy and a vital part of the Corps’ procurement process. The Small Business Program Office for the Los Angeles District is here to “aid, counsel, assist and protect, insofar as is possible, the interests of small business concerns in order to preserve free competitive enterprise, to ensure that a fair proportion of the total purchases and contracts or subcontracts for property and services for the Government be placed with small business enterprises.” USACE - LA District, Fiscal Year 2024 Small Business Prime Contracting Goals:
