In-Lieu Fee signing
Col. Kim Colloton, commander of the Corps’ Los Angeles District, signs the enabling instrument to establish an In-Lieu Fee program with the Coachella Valley Conservation Commission. The program allows the Coachella Valley Conservation Commission to collect funds from Corps permittees and use the funds for mitigation projects. Participating in the ceremony were (from left) David Castanon, chief of the District’s Regulatory Division; Chris Rea, a UCLA Ph.D. student whose work facilitating meetings, preparing drafts and edits of documents and conducting internal and external coordination was instrumental in the program’s success; Jim Sullivan, the GIS program director for the Coachella Valley Association of Governments, which developed the agreement for the Conservation Commission; and Therese Bradford, chief of the District’s South Coast Regulatory Branch, also participated in the ceremony.
