Public Notices

A public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.  

Public Notices published by the Los Angeles District are posted on these three pages. There are two types of Public Notices; Regulatory and Project Public Notices. Comments are due by the expiration date of the public notice. 

Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

Port San Luis Harbor Operations and Maintenance breakwater repair project

The U.S. Army Corps of Engineers announces the availability of and is requesting comments on the Draft Environmental Assessment for the Port San Luis Harbor Operations and Maintenance breakwater repair project, San Luis Obispo County, California. The Los Angeles District, is the lead federal agency for this project.

The Proposed Action (Preferred Alternative) is described in Section 2.0 of the Draft EA. The breakwater was originally constructed between 1889 and 1913 to protect the inner bay, harbor, and small craft marine facilities from heavy surf and wave action approaching from the west. The proposed breakwater repair is required to protect Port San Luis Harbor and maintain safe navigability within the port. The Proposed Action is to repair the breakwater using approximately 60,000 tons of new rock and resetting of approximately 29,000 tons of existing rock. Approximately 15,000 cubic yards of uncontaminated, sandy material would be excavated adjacent to the breakwater to provide access for construction equipment. The Proposed Action also includes measures to offset impacts to eelgrass beds that would be affected by excavation and breakwater repair activities, by restoring habitat within the work limits and other surrounding areas.

The Corps has prepared the Draft EA in accordance with the National Environmental Policy Act of 1969 (42 USC 4321, et seq.), the Council on Environmental Quality’s regulations at 40 CFR Parts 1500-1508, and Corps regulations at 33 CFR Part 230. The Draft EA considers the potential environmental impacts of the Proposed Action and the No Action Alternative.

The Corps encourages all interested parties to submit comments concerning the analysis presented in the Draft EA. Comments may be submitted through May 8, 2021. Comments should be as specific as possible and address the analysis of potential environmental impacts. Reviewers should organize their participation so that it is meaningful and makes the agency aware of the viewer's interests and concerns using quotations and other specific references to the text of the Draft EA and related documents. Matters that could have been raised with specificity during the comment period on the Draft EA may not be considered if they are raised for the first time later in the decision process. This comment procedure is intended to ensure that substantive comments and concerns are made available to the Corps in a timely manner so that the Corps has an opportunity to address them.

While you can ask us in your comment to withhold from the public review your personal identifying information, we cannot guarantee that we will be able to do so.
