LOS ANGELES -- The U.S. Army Corps of Engineers Los Angeles District will conduct a change of command ceremony at 10 a.m. July 31 at the Fort MacArthur Community Center in San Pedro, California.
Col. Andrew Baker will relinquish command of the USACE Los Angeles District to Col. Joshua Bost in a traditional Army ceremony.
Bost previously served as the deputy commander of the U.S. Army Corps of Engineers Great Lakes and Ohio River Division. He will be the 65th commander of the Los Angeles District.
Baker has served as the commander of the Los Angeles District since July 2023.
Brig. Gen. John Lloyd, South Pacific Division commander, will host the ceremony.
USACE provides engineering services worldwide through a workforce of civilians and Soldiers, supporting infrastructure, military facilities, research and development, and overseas operations in more than 130 countries.
USACE Los Angeles District, established in 1898, provides civil works, military construction, and international and interagency support services across a 226,000-square-mile area, encompassing all of Southern California and Arizona, and portions of Nevada and Utah.
With an annual budget of about $750 million and a workforce of about 700 civilian and military personnel, the district provides planning, engineering, construction, real estate, regulatory, emergency management and environmental services. Its customers include three Army and eight Air Force installations, and interagency and international partners. The district also provides flood-risk management for the nation’s water resources infrastructure in the Southwest.
District projects include reducing flood risk along the Santa Ana River Basin and Los Angeles County Drainage Area; restoring ecosystems, including portions of the Los Angeles River in Southern California and the Tres Rios Ecosystem Restoration Project and Rio Salado Habitat Restoration Area in Arizona; protecting and restoring shoreline along 420 miles of Southern California coastline; disaster and emergency operations, most recently during the Los Angeles County Wildfire Debris Mission; and maintaining navigation channels at more than a dozen commercial and recreational harbors along the Southern California coast, including at the ports of Los Angeles and Long Beach, which together represent 40 percent of all U.S. trade by volume.
The district also provides engineering, design and construction support to agencies, including U.S. Customs and Border Protection and the Department of Veterans Affairs.
The change of command ceremony is a time-honored tradition that signifies a transfer of responsibility and formally restates that the continuity of command will be maintained for the Los Angeles District.
