LOCATION AND DESCRIPTION:
The project consists of approximately 5.4 miles of double levee stone protected channel with a soft bottom, 1,330 feet of parapet walls, six interior drainage ponds, a 5-mile bicycle trail, and 247.4 acres of habitat to mitigate for impacts to the endangered species "Least Bell’s Vireo" and "Southwestern Willow Flycatcher." The project was constructed in four individual reaches and included a 32-acre mitigation plan to replace habitat for the endangered species. A Post Authorization Decision Document (PADD) and Integrated EIS/EIR were completed on July 08, which reduced the authorized conveyance capacity of the San Luis Rey River by 20% to 71,200 cfs.

ACTIVITIES FOR FY 2023: Carryover funds will be used to conduct PED activities for sediment removal and levee repairs as identified in PACR. Workplan funds will be used for: geotechnical investigation of levees and extensive environmental coordination, conceptual levee repair design, hydrology update, hydraulic analysis to determine sediment removal required within channel. Continue legally mandated mitigation including water quality monitoring, species monitoring, and non-native removal.
IIJA ACTIVITIES: Identify levee issues and develop plans and specifications for repairs. Complete sediment removal within channel to provide authorized conveyance level.
FY 2024 PLANNED ACCOMPLISHMENTS: Planned carryover funds will be used to complete geotechnical investigation and environmental clearance, initiate final levee repair design, complete hydrology update and hydraulic analysis, and initiate major revision to sediment removal P&S.
ISSUES AND OTHER INFORMATION: Years of being restricted from channel clearing significantly reduced channel conveyance capability, while endangered species have been thriving. The current level of protection is less than 100-year. Phase 3 vegetation management and sediment management will bring the level of protection to 100-year.
