Asset Management
Acquires, manages and disposes of real estate for the Department of the Army; executes DoD Executive Agent responsibilities; executes specialized programs; provides real estate services on an as-needed basis to our government partners; and performs unique contingency capabilities.  Asset Management also operates and maintains our flood risk management facilities that include 16 dams and 54 miles of channels.

The Construction Division is a full service construction management organization providing the best possible construction contract management for the District’s projects and for our customers from other federal agencies.

The Contracting Division provides comprehensive contracting and acquisition solutions for the District and its partners by procuring goods and services through best value, maximum competition, applicable regulatory compliance, and support of small business programs.

Office of Counsel
The Office of Counsel provides a broad range of legal services to the District in support of the its various missions. The attorneys and support staff represent the Corps' legal position and rights as an organization in such areas as contract law, fiscal law, torts and admiralty claims, environmental law, and personnel law. The goal is to practice preventative law - to be engaged in the planning and design phases of the District's projects to facilitate smooth and effective execution from conception to completion.

Dam Safety Program
The U.S. Army Corps of Engineers Dam Safety Program uses a risk-informed approach to manage its portfolio of 693 dams, with public safety the number one priority. This robust risk-informed approach is a best practice adopted to develop balanced and informed assessments of the safety of our dams and to evaluate, prioritize and justify dam safety decisions.

Critical to an effective safety program is, of course, the focus on public safety, but it also requires continuous and periodic project inspections and evaluations.  The Dam Safety Program seeks to ensure that Corps owned and operated dams do not present unacceptable risks to people, property, or the environment, with the emphasis on people.

Emergency Management
The Emergency Management office provides timely, effective and efficient disaster preparedness, response, recovery and mitigation projects and services to reduce loss of life and property damage under DoD, Corps, FEMA and other agencies’ authorities.

Each year, the Corps sends hundreds of people to respond to disasters around the world. When disasters occur, it is not just a local Corps district or office that responds.  Personnel and other resources are mobilized across the country to carry out our response missions.

In any disaster, the Corps of Engineers' three top priorities are:

  • Support immediate emergency response priorities;
  • Sustain lives with critical commodities, temporary emergency power and other needs; and

  • Initiate recovery efforts by assessing and restoring critical infrastructure.

The Engineering Division performs the engineering and design for all phases of Civil Works projects and for Military Construction and Work for Others projects as requested.

Human Resources
The Workforce Management Administrator and Civilian Personnel Advisory Center work to help the District recruit, develop, and sustain a professional civilian workforce through effective, efficient, and responsive Human Resource products and advisory services.

Levee Safety Program
To date, there is no single federal agency responsible for levee oversight nationwide. In 2006, the United States Army Corps of Engineers created its Levee Safety Program with the mission to assess the integrity and viability of levees and recommend courses of action to ensure that levee systems do not present unacceptable risks to the public, property, and environment.

Levee safety and effectively communicating risk is a shared responsibility among federal, state and private partners and provides the opportunity for individuals to make well informed public safety decisions for themselves and take appropriate action. The Levee Safety Program leverages changes to the engineering profession and latest technology to provide continuous feedback about levee systems and their reliability through consistent and comprehensive inspections and assessments.

The approximate 2,000 levee systems, comprising roughly 14,000 miles of levees currently in the Levee Safety Program may only represent a small fraction of the estimated 100,000 miles of the nation’s levees. The Levee Safety Program includes levee systems operated and maintained by the Corps; levee systems typically constructed by the Corps, but operated and maintained by a local sponsor; and levee systems constructed, operated and maintained by non-federal agencies and accepted into the Corps' Rehabilitation and Inspection Program.

Logistics Activity
The Logistics Activity is comprised of multi-talented and highly-skilled logistics professionals whose mission is to provide program oversight of the supply, property, travel, transportation, equipment and facility maintenance, and space management programs.

Our goal is to provide quality logistical support as follows:

  • Conduct annual inventories, process turn-in of properties that are excess or no longer needed for current operations, and administer investigations as a direct result of missing, stolen, or damaged property.
  • Perform minor repair or alterations to buildings, modifications to office cubicles, administer various service contracts (e.g. custodial services, preventive maintenance to installed equipment, installation of new equipment, etc).

  • Conduct analysis of space requirements to validate space requirements and maximize use of existing footprint.

  • Maintain a fleet of GSA vehicles, obtain additional vehicles, and analyze vehicle usage to ensure utilization criteria are met.

  • Provide guidance and procedures (e.g. allowances, passports, country clearances, etc. ) for travel related to Permanent Change of Station or temporary duty.

The Planning Division is responsible for initiating studies of various water resources related infrastructure projects and developing recommendations to Congress on the appropriateness of funding for these projects.  Studies involve flood control, navigation, shore protection, environmental restoration and recreation.

Programs and Project Management Division
The Los Angeles District supports our military services and the public in our four-state area with a wide variety of projects and engineering, construction and environmental services. Our Military Construction program provides housing and operational facilities to improve the readiness and quality of life of our men and women in uniform and their families. The Civil Works programs include water resource development activities including flood risk management, navigation, recreation, and infrastructure and environmental stewardship.

The District's Regulatory program balances the desire for economic development and property rights with the need to protect our environment, including valuable wetlands.  The Regulatory Division protects the Nation’s aquatic resources, while allowing reasonable development through fair, flexible and balanced permit decisions.

Resource Management
The Resource Management Division is the District’s principal advisor on resource and financial management issues. The division provides a full range of accounting, budgetary, manpower, and management services in order to ensure fiscal integrity, sound business processes, and accountability of resources.

Safety and Occupational Health
The mission of our office is to provide guidance on the safe and healthful work environment for government and contractor employees and for members of the public visiting our projects and facilities.  No mission or job is initiated until risk or hazard analysis has been completed and risk reduction performed.  We integrate safety and occupational health and risk management into every operation the District plans, trains for and executes.

Small Business Program
The Small Business Program office ensures that small and disadvantaged businesses have the maximum practicable opportunity to participate in District acquisitions through contracts or subcontracts.  The program provides outreach to inform small businesses on how to do business with the Corps.

The involvement of small business concerns in our military construction and civil works programs is vital to the mission of the Army and to the Nation’s economic prosperity.  The Los Angeles District is committed to developing small business concerns, providing procurement opportunities, training and counseling businesses for success, and establishing a broad base of capable suppliers to support the Army’s mission.
