LOCATION AND DESCRIPTION:
The project area is located approximately 40 miles southeast of Los Angeles, in the city of Norco, along a 3.75 mile stretch of the south bank of the Santa Ana River. Flood induced migration of the main channel of the Santa Ana River, to the base of the bluffs has resulted in undercutting and subsequent bank destabilization, which threatens residential development along the edge of the bluffs. Flow at the toe of bluffs causes sloughing, which has endangered over 50 homes, closed a street, and could undermine water, gas, sewer, and telephone lines. The Study evaluated structural and non-structural measures. The Structural solution of re-vetted buttress fill using existing and imported fill material was justified for one reach, approximately 1 mile.

Carry-over will be used to complete review and finalize O&M manual.

ISSUES AND OTHER INFORMATION:
The sponsor is willing to accept the project as is, however, the Operation, Maintenance, Repair, Replacement, and Rehabilitation Manual (OMRR&R) is required for the turn-over of the project.
In the absence of federal funding, the sponsor completed the O&M manual. Comment resolution and finalization of the manual needs to be completed.
