O&M - Port San Luis, CA

LOCATION AND DESCRIPTION: Port San Luis is a harbor located in the County of San Luis Obispo, approximately 190 miles northwest  of the City of Los Angeles and approximately 245 miles southeast of the City of San Francisco. The project consists of a 2,400 ft. rubble-mound Breakwater. The harbor is home for some commercial fishing vessels. Entrance to the Diablo Power Plant is located near the Harbor.
AUTHORIZATION: Rivers and Harbors Act of 1975, 1976, 1988.

ACTIVITIES FOR FY 2023:  Complete breakwater repair. Project was put on hold for winter in OCT 22. Planning to resume work in MAY 23. With carryover funds, complete eelgrass mitigation planting when construction is complete.

IIJA ACTIVITIES: Carryover funds will be used to conduct an annual structure survey to track progression of failures.

FY24 PLANNED ACCOMPLISHMENTS: Optimal funds could be used to conduct an annual structure survey.

ISSUES AND OTHER INFORMATION: Contractor has submitted a request for equitable adjustment (REA) to cover costs for standby time in MAY 22 (SPL requested contractor go on 1 month standby while contract mods were being discussed) and for remobilization to project site in Spring 23. Negotiations are ongoing. Project currently has funding on hand to cover costs of REA IGE.
