Investigations - Santa Paula Creek, CA

LOCATION AND DESCRIPTION:
Santa Paula Creek is a tributary of the Santa Clara River in the vicinity of the City of Santa Paula, Ventura County, about 16 miles from the ocean and approximately 60 miles Northeast of Los Angeles. The constructed project consists of approximately 1.65 miles of soft bottom trapezoidal channel with grouted stone side slopes and flood walls. Flood risk to the community is associated with high intensity rainfall events and the amount of sedimentation in the project area. Without the project in-place, these events could be extremely destructive to commercial, public, and residential facilities. Periodic operations and maintenance (O&M) is necessary for flood risk management. Periodic removal and relocation of sediment allows for migratory fish passage and a maintained reduction of flood risk.

AUTHORIZATION: Flood Control Act 1948(HD 443/08/1), WRDA 1992, Section 114(b), 31 Oct 92. House Document 443, 18th congress 1st session pursuant to Committee on Public Works June 18, 1963.

ACTIVITIES FOR FY 2023: Funding will be used to initiate a Project Management Plan after a Feasibility Cost Sharing Agreement is negotiated and signed.

FY 2024 PLANNED ACCOMPLISHMENTS: Carry over funds will be used with optimal funds to continue the feasibly study and evaluate the constructed project to determine if modifications will be recommended.

ISSUES AND OTHER INFORMATION: Notification of construction completion was provided to the non-federal partner on May 14, 2014. O&M activities are currently limited to those features outside the channel invert and above the ordinary high-water mark. A final jeopardy Biological Opinion was given by the National Marine Fisheries Service which required reasonable and prudent alternatives in order to perform necessary Operation and Maintenance.
