Construction - Santa Paula Creek, CA

LOCATION AND DESCRIPTION:
Santa Paula Creek is a tributary of the Santa Clara River in the vicinity of the City of Santa Paula, Ventura County, about 16 miles from the ocean and approximately 60 miles Northeast of Los Angeles. The authorized project consists of approximately 1.65 miles of earth bottom trapezoidal channel with grouted stone side slopes and flood walls. Flood risk to the city and environs is associated with high intensity events transporting and depositing large volumes of sediment in the project area. Without periodic project Operations, Maintenance, Repair, Replacement and Rehabilitation (OMRR&R) for flood risk management, these events could be extremely destructive to commercial and residential properties, a local, highway, railroad bridges, and increase potential life loss risk. OMRR&R removes and relocates sediment that deposits after moderate to large storm events and allows for unimpeded migratory fish passage.

AUTHORIZATION: Flood Control Act 1948(HD 443/08/1), WRDA 92, Section 114(b), 31 Oct 92.

ACTIVITIES FOR FY 2023: Carry-over funds will be used to prepare a supplemental EA, consult with U.S. Fish & Wildlife Service, complete other OMRR&R manual updates for the project partner (Ventura County Public Works Agency - Watershed Protection (VCPWA-WP)), and initiate close out.

FY 2024 PLANNED ACCOMPLISHMENTS: Planned carry-over funds will be used for close out.

ISSUES AND OTHER INFORMATION: Notification of Construction completion was sent to VCWPA-WP on 14 May 2014. OMRR&R activities are currently limited to features outside the channel invert and above the ordinary high-water mark. After addressing FY 2022 activities and incorporating July 2020 final National Marine Fisheries Service Jeopardy Biological Opinion reasonable and prudent alternative information into a final OMRR&R manual, VCWPA-WP will be required to OMRR&R the entire project. Sediment removal last completed Jan 2010.
