Investigations - Los Angeles County Drainage Area (Disposition)

LOCATION AND DESCRIPTION:
The LACDA system includes ~45 miles of authorized levees and channels operated and maintained by the Corps, for flood risk management for metropolitan areas of Los Angeles County. It includes facilities on the Los Angeles and San Gabriel Rivers, Rio Hondo, Ballona Creek and their tributaries. The system includes reservoirs, debris basins, tributaries and main channel improvements.

AUTHORIZATION: Disposition studies are conducted under the authority of Section 216 of the Flood Control Act of 1970. The LACDA System was authorized by the Flood Control Act of 1941. The authorization incorporated previously authorized and constructed facilities into the LACDA System.

ACTIVITIES FOR FY 2023: Funds are being used to develop scope of work, schedule, and budget to accomplish direction from the Decision Milestone, complete an approved project management plan (PMP) detailing planned scope, schedule, and budget, to evaluate Deauthorization and Non-deauthorization measures to complete the TSP, and to release the Draft Report.

FY 2024 PLANNED ACCOMPLISHMENTS: Optimal funding can be used to conduct all necessary reviews on the Draft Report, develop Final Draft Report, submit for DCW and Senior Leader reviews, and complete the study with the Director’s Report approved.

ISSUES AND OTHER INFORMATION: The Decision Milestone was completed on 01 March 2021. While the study is evaluating the potential to dispose of portions of the LACDA system to LA County, this is not a typical disposition study as the project still meets its authorized purpose, and LACDA channels still offers flood risk reduction benefits. The County maintains most of the channels. The study has added additional work to perform an extensive preliminary analysis on LA County’s preferred alternative which encompasses about 500 miles of channel. The Corps maintained dams and reservoirs are not part of this evaluation. Nor is the section of river included in the LA River Ecosystem Restoration Project (approximately 11 miles through Glendale Narrows).
