LOCATION AND DESCRIPTION:
The project (aka Perris II Desalter) consists of the design and construction of a 3 Million Gallons per Day (MGD) desalination plant. It is part of Eastern Municipal Water District's Perris Basin Desalination Program. Project features will include a reverse osmosis desalination plant, wells, pipelines and brine management systems. The project will be designed and constructed by private firms as required by Section 219f. The Project will provide a reliable potable water supply, help preserve existing groundwater resources and allow the Water District to rely less on imported water sources. A separate Section 219c project will construct brine management lines to connect the Perris II Desalter to the existing brine management facilities.
AUTHORIZATION: WRDA 1992, Section 219 (f) as amended by WRDA 1999, Section 502 (b) and amended by the Consolidated Appropriations Act, 2001 Section 108 (d) (52). WRDA 2020, Section 352 amends federal project cost to $50M.
ACTIVITIES FOR FY 2023: Funds will be used to negotiate Project Partnership Agreement (PPA), continue ongoing work for well siting study, construction of Brine Pipeline, and design of Brackish Transmission Water Pipeline.
FY 2024 PLANNED ACCOMPLISHMENTS: Optimal funding could be used for construction of Valley Blvd. Brackish Transmission Pipeline and Well Siting Study.
ISSUES AND OTHER INFORMATION: Construction of wells 94, 95, and 96 are complete. WRDA 2020 increased authorized costs for the project to $50M, allowing an increase to the Federal contribution to the desalination facility.
