Construction - Western Rural Water, AZ

SECTION 595 AUTHORITY AND PURPOSE: Water Resources Development Act (WRDA) 1999 Section 595 authorized the U.S. Army Corps of Engineers (USACE) to provide design and construction assistance for water supply, wastewater treatment, environmental restoration, and surface water protection to rural communities. Section 4008 of the Water Resources Reform and Development Act of 2022 amended WRDA 1999 Section 595, authorizing $490M for technical assistance to small and rural communities in Idaho, Montana, Nevada, New Mexico, Utah, and Wyoming. WRDA 2020 added a $150M authorization for  Arizona projects with WRDA 2022 increasing the authorization by $50M ($200M total). Projects are to be cost shared 75% Federal and 25% non-Federal. The Federal share may be in the form of reimbursements.

LOCATION AND DESCRIPTION: 595 Program efforts throughout the State of Arizona

ACTIVITIES FOR FY 2023: 1) Continue executing Partnership Agreements (PPAs) on the following 12 projects: Flagstaff Downtown Flood Lateral, Flagstaff Killip Detention Basin, Pima/Tres Rios Backup Generators, Yavapai Apache Nation Upgrade wastewater treatment facility, Tolleson Install wells and drainage, Quartzsite Install wells and drainage, Superior Queens Creek Restoration, Kearny Water Infiltration Improvements, Buckskin Wastewater Treatment Plant Multiple Improvements, Maricopa Aquifer Recharge Facility, West Maricopa Transmission Waterline, Buckeye Upgrade Wastewater Treatment Plant. 2) Coordination with NFS on projects that received Omnibus monies in Dec. 22. 3). Pascua Yaqui Tribe Pipeline Project - Continuing environmental compliance and processing incoming reimbursement packages.

FY 2024 PLANNED ACCOMPLISHMENTS: Planned carryover funds will be used for NFS coordination and to continue execution on PPA’s to initiate projects listed above. Continue coordination on incoming projects.
