LOCATION AND DESCRIPTION:

The study area is located on the Pacific Coast of Southern California, north of the Mexican Border and south of Orange County, approximately 48 kilometers north of San Diego. San Diego County is a heavily populated area along this southern California coastline. The loss of protective beaches has caused backshore development to be vulnerable to wave attack and flooding from coastal storms, particularly at Oceanside. Previous studies have revealed that Federal navigation structures at Camp Pendleton Marine Corps Base have obstructed transport of sand to the beaches down the coast, which contributes to the erosion of these beaches. Damage to coastal residential and commercial properties from storm-induced waves has been a constant problem since the construction of these navigation structures. The study will investigate mitigation for the erosion and other impacts resulting from the construction of Camp Pendleton Harbor, Oceanside, California, as a wartime measure, and restoration of beach conditions along with the affected public and private shores to the conditions that existed before the construction of Camp Pendleton Harbor.

ACTIVITIES FOR FY 2024:

Funds will be used by the PDT to work on coastal modeling and engineering of mitigation alternatives in 2024.  Working towards Draft Mitigation Study by 2025.

IIJA ACTIVITIES: Complete mitigation study. $935K IIJA funds received.

FY 2025 PLANNED ACCOMPLISHMENTS:  Continue work efforts toward development of the Draft Mitigation Study and Report to Congress.

ISSUES AND OTHER INFORMATION:

Section 414 of WRDA 2000 directed the study of plans to mitigate for erosion and other impacts resulting from the construction of Camp Pendleton Harbor, as wartime measure, and restore beach conditions along the affected public and private shores to the conditions that existed before the construction of the harbor. Infrastructure Investment and Jobs Act (IIJA) of 2022 (P.L. 117-58) provided $1,820,000 in Federal funding to complete the Oceanside mitigation study authorized by Section 414 of WRDA 2000 (P.L. 106-541).  Section 414 states that a full Federal expense study shall be conducted no later than 32 months after the date of enactment of the Act.
