PHOENIX - Col. Mark Toy, the U.S. Army Corps of Engineers Los Angeles District commander, welcomes back David Gaynor, who worked as a project engineer in the Mazar E Sharif Area Office during his deployment to Afghanistan in 2011, at a ceremony held at the Arizona-Nevada Area Office Nov. 1. Gaynor said he enjoyed the daily interaction with the locals and the size and complexities of his projects.
