Jeanne Imamura, a civilian member of the District, is presenting a bouquet of yellow rose BUDs to Mrs.Kim Gibbs, wife of Col. Kirk Gibbs, to signify a bright new beginning. In time, the roses will bloom and blossom as will her relationship with the district. Col. Kirk Gibbs assumed responsibilities as the 61th Commander and District Engineer of the U.S. Army Corps of Engineers Los Angeles District during a formal change of command ceremony held July 31 at the Community Center at Fort Mac Arthur in San Pedro, Calif.
