SPL-2017-00003-ELJ Santa Ana River Marsh Final SEA

Published May 8, 2017
Expiration date: 12/31/2017

TO INTERESTED PARTIES:

The Los Angeles District Corps of Engineers (Corps) provides for your information the Final Supplemental Environmental Assessment (SEA) for the Santa Ana River Marsh Sediment Removal Project, Newport Beach, Orange County, California.  The Corps proposes to remove approximately 10,000 cubic yards of clean, sandy sediment from approximately 2.8 acres adjacent to the downstream tide gate in the Marsh, and place the material on the adjacent California least tern island. The proposed sediment removal project, supplemental to the 2013 dredging, would serve the following purposes: (1) remove sediment blocking the downstream tide gate; (2) beneficially reuse the sediment to improve CA least tern nesting habitat on the tern island; and (3) increase tidal range and improve circulation of the tidal flow throughout the marsh, which will result in improved water quality and overall habitat quality for wildlife.

The proposed sediment removal was scheduled to occur before April 15, 2017. However, due to the time needed to complete environmental documentation, the work will occur between September 15, 2017 and April 15, 2018, to avoid breeding season. The proposed project did not change, and impacts were determined to be the same as those described in the Draft SEA.  Appendix C includes correspondence with and concurrence from resource agencies.  Appendix E of this Final SEA includes a response to comments received during public review of the draft document.
