Public Notices

A public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.  

Public Notices published by the Los Angeles District are posted on these three pages. There are two types of Public Notices; Regulatory and Project Public Notices. Comments are due by the expiration date of the public notice. 

Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

Town of Kearny Water Filtration Facility Improvements 

Pursuant to the National Environmental Policy Act (NEPA), the U.S. Army Corps of Engineers Los Angeles District (USACE) is preparing an Environmental Assessment 
(EA) for the Town of Kearny Water Filtration Facility Improvements Project (project). The purpose of the EA is to evaluate potential environmental impacts of proposed improvement activities to the community’s water filtration facility. The purpose of this project is to ensure dependable community water quality and plant operability. The proposed project would be funded in part by the USACE through the Section 595 Rural Infrastructure Program authorized under the Water Resources Development Act of 1999, Public Law 106-53, as amended (Section 595). As provided for under Section 595, the USACE is authorized to provide design and construction assistance for water-related environmental infrastructure and resource protection and development projects in Arizona, Idaho, Montana, rural Nevada, New Mexico, rural Utah, and Wyoming, including projects for wastewater treatment and related facilities, water supply and related facilities, and surface water resource protection and development. 

The proposed project is in the Town of Kearny, Pinal County, Arizona. The approximate latitudinal and longitudinal coordinates for the project are latitude 33.3375 and longitude -110.543242 (Figure 1). Improvements would include demolition of existing air compressor, reactor vessels, and contact vessels; drain, repair, and recoating of the existing filter pressure vessel; emergency control repairs; installation of a new chlorine analyzer, process piping between pressure vessels, redundant pressure vessel, shade structure over the control panel, combination and rate of flow and backwash pressure reducing valve, pressure transmitters, flow meter transmitters, process analyzers, pressure vessel with concrete pad and process piping, process piping and valving improvements, air compressor, pressure relief/pressure sustaining valve, backwash return water pump, backwash waste pump, backwash sewer discharge line; replacement of backwash pressure reducing valve, pneumatic valves, air compressor, and backwash storage tank; and third party inspections to ensure quality for the activities listed above. These improvements are anticipated to occur over no more than 270 consecutive days and all project activities would occur within the existing, fenced area of facility and existing paved and dirt roads abutting the facility.   

If the EA identifies significant impacts that cannot be mitigated to a level that is less than significant, an Environmental Impact Statement would be prepared.  If no unmitigable, significant impacts are identified, then a Finding of No Significant Impact (FONSI) would be prepared. Preliminary environmental analysis anticipates that there would be no unmitigable, significant impacts on environmental resources.
