Construction - Rio De Flag, AZ

LOCATION AND DESCRIPTION:

This flood risk management project is located in and near the city of Flagstaff, Coconino County, Arizona. The area is subject to flooding from Rio de Flag and Clay Avenue Wash tributaries. The plan consists of channel modifications, bridge enhancements, detention basin construction, and floodwall construction.
AUTHORIZATION: WRDA 2000 Sec 101 (b) (3), WRDA 2007, Sec. 3007.

ACTIVITIES FOR FY 2023: Carryover funds are being used to complete a Final ATR that incorporates the coordination with the City’s Lone Tree Overpass construction and with the BNSF requirements that are negotiated in the Construction Management Agreement CMA) #1.

FY 2024 PLANNED ACCOMPLISHMENTS: Planned carryover funds will be used to finalize Stage 1 Plans & Specifications, award the construction contract for Stage 1 construction and begin engineering during construction which includes the Lower Rio Reach and Clay Ave Wash Reach. Funds also used to coordinate the Stage 2 P&S with the City’s Milton Bridge project and with the BNSF requirements that are negotiated in the CMA #2. This CMA deals with the Rio de Flag channel which passes under BNSF tracks. Stage 2 construction includes the Upper Rio Reach and constitutes the completion of the project.

ISSUES AND OTHER INFORMATION: The Limited Re-evaluation Report (LRR) was completed and project re-authorized in WRDA 2016 (WIIN 2016). BNSF coordination: Intent is to move forward with a first CMA for the Stage 1 construction. Regular coordination between the Corps, City of Flagstaff and BNSF will continue. Coordination with BNSF has led to the city designing and constructing the Downtown Mile projects which includes track shifts and the accommodation of a new third track through Flagstaff. Continued coordination for other real estate actions will proceed.
