Construction - Western Rural Water, AZ Pascua Yaqui

SECTION 595 AUTHORITY & PURPOSE:
Water Resources Development Act (WRDA) 1999 Section 595 authorized the U.S. Army Corps of Engineers (USACE) to provide design and construction assistance for water supply, wastewater treatment, environmental restoration, and surface water protection to rural communities. Section 4008 of the Water Resources Reform and Development Act of 2014 amended WRDA 1999 Section 595, authorizing $490M for technical assistance to small and rural communities in Idaho, Montana, Nevada, New Mexico, Utah, and Wyoming. WRDA 2020 added a $150M authorization for Arizona projects with WRDA 2022 increasing the authorization by $50M ($200M total). Projects are to be cost shared 75% Federal and 25% non-Federal. The Federal share may be in the form of reimbursements.

ACTIVITIES FOR FY 2023: Carryover funds will be used to complete design, environmental compliance and begin construction on the water distribution pipeline. Incoming Reimbursements Packages will be reviewed for completeness and processed accordingly.

FY 2024 PLANNED ACCOMPLISHMENTS: Once environmental compliance is complete construction will begin.

ISSUES AND OTHER INFORMATION: Approximately 10 miles southwest of the City of Tucson, AZ. Project will focus on design and construction of a water distribution pipeline delivering non-potable water in lieu of potable water from the City of Tucson for irrigation at the Tribes Wellness Center and associated ball fields on the Pascua Yaqui Reservation.
