Construction - San Clemente Shoreline, CA

LOCATION AND DESCRIPTION:
The Project area is along the Southern California coastline and shares a border with San Diego County to the south       in the city of San Clemente. Loss of shore protection and  recreational beach width and damages to coastal residential and commercial properties from storm-induced waves are    a severe threat. There is a great potential impact on a major transportation rail artery between Los Angeles and San  Diego. The Burlington Northern Santa Fe (BNSF), Amtrak,  and Metrolink commuter rail commute over 100,000 passengers per day and is located approximately 25-feet from the shore. Damages to coastal residential and commercial properties from storm-induced waves have become a serious threat over the past several years.

AUTHORIZATION: Section 7002 of the WRRDA of 2014, Public Law 113-121 (Construction), River and Harbor Act of 1965 / Flood Control Act of 1965, Section 208, PL 106-60.

ACTIVITIES FOR FY 2023: Carry-in funds will be used to complete the PED phase, negotiate and sign a Project Partnership Agreement, award a construction contract for the Initial Placement.

FY 2024 PLANNED ACCOMPLISHMENTS: Planned carryover funds will be used to complete construction for the Initial Placement.

ISSUES AND OTHER INFORMATION: The total project cost estimate for construction includes the estimate for an initial placement of $16.3 million, which is within 5% of reaching the section 902 authorized maximum project limit. Loss of shore protection and recreational beach width and damages to coastal residential and commercial properties from storm-induced waves are a severe threat. There is a great potential impact on a major transportation rail artery between Los Angeles and San Diego.
