LOCATION AND DESCRIPTION: The project area is located on the Southern California Coast, about 15 miles north of San Diego Harbor. The protective beaches have been severely eroded, exposing backshore development, (consisting of about 500 residences) to wave attack, shoreline erosion, and undermining. In addition, lagoons and embankments located along the coast are being plugged by littoral transport reducing tidal exchange and degrading ecological systems. The authorized plan includes the construction of a 50-ft wide beach nourishment project along a 7,800-ft-long stretch of shoreline using 340,000 cy of compatible sediment with renourishment on average every 5 yrs. with approx. 220,000 cy of sediment in Encinitas and 150-ft-wide beach along 7,200-ft-long stretch of shoreline using 700,000 cy of sediment with renourishment on average every 10 yrs. with approx. 290,000 cy of sediment over a 50-yr period of federal participation.
AUTHORIZATION: The project was authorized for construction in the Water Infrastructure Improvements for the Nation Act of 2016. The authorized name is San Diego County, CA., formerly known and referred to as Encinitas and Solana Beach, CA.
ACTIVITIES FOR FY 2023: With carryover funds complete the benefit update, complete pre-project coastal and biological monitoring and the design document for contract advertisement and sign Project Partnership Agreement.

ISSUES AND OTHER INFORMATION: Assistant Secretary of the Army for Civil Works ASA (CW) Locally Preferred Plan Waiver was approved September 2014. Chief’s Report signed 26 APR 2016 and Record of Decision signed 27 JUN 2017. OMB Clearance dated 21 DEC 16.
