Public Notices

A public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.  

Public Notices published by the Los Angeles District are posted on these three pages. There are two types of Public Notices; Regulatory and Project Public Notices. Comments are due by the expiration date of the public notice. 

Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

Final Supplemental Environmental Assessment and General Conformity Determination

The U.S. Army Corps of Engineers Los Angeles District (USACE) announces availability of the Final Supplemental Environmental Assessment (FSEA, NEPA I.D. No. SEAX-202-00-L1P-1727952678) for the San Clemente Shoreline Protection Project. The project is in the city of San Clemente, Orange County, California.

The FSEA evaluated the potential environmental impacts associated with continuation and completion of the initial construction of the project. A notice of availability for the Draft SEA was published Sept. 6, 2024, on the USACE website, soliciting public comments through Sept. 20, 2024. No comments were received. A Finding of No Significant Impact was signed on Oct. 11, 2024.

Also available is the Final General Conformity Determination (FGCD) for the Federal action associated with the Project. The USACE has determined that emissions from the proposed Federal action conform to the approved State Implementation Plan.

In accordance with the requirements of 40 CFR 93.156(b), the Draft General Conformity Determination (DGCD) was made available for public review beginning Sept. 6, 2024. Notice of the DGCD was published in the Orange County Register on Sept. 6, 2024. The DGCD was also posted on the USACE’s website. No comments were submitted during the public comment period.
