Public Notices

A public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.  

Public Notices published by the Los Angeles District are posted on these three pages. There are two types of Public Notices; Regulatory and Project Public Notices. Comments are due by the expiration date of the public notice. 

Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

NOTICE OF PREPARATION

This is to inform the general public that the United States Army Corps of Engineers Los Angeles District (Corps) has preliminarily determined that the following project proposal could be adequately evaluated under the National Environmental Policy Act (NEPA) through conducting an Environmental Assessment (EA). 

Proposal Title: Draft Environmental Assessment for the Concert in the Park at the Sepulveda Dam Basin, Los Angeles, California

Proponent: City of Los Angeles

Department of Recreation and Parks Proposed Event Dates: Concert Dates: Oct. 10-12, 2025

Proposed Federal Action: The Corps would grant approval to the City of Los Angeles Department of Recreation and Parks, pursuant to its recreational lease from the Corps, to hold the Concert in the Park event. In addition, certain requirements of the Corps’ Sepulveda Dam Reservoir Special Events Policy would be waived. The proposed project is a family-friendly three-day concert proposed to occur on Oct. 10-12, 2025, with up to 25,000 attendees per day. Event set-up would be for seven (7) days before the concert, and break- down for three (3) days after the concert. The event would feature a line-up of popular touring artists anchored by headlining acts from the 1970s, 1980s and 1990s. An array of attractions may also include a Ferris wheel, carousel, and carnival games.

Location: The concert would occur entirely within Woodley Park I, Sepulveda Dam Reservoir Recreational Area, while parking would be in areas in Sepulveda Dam Reservoir and offsite existing parking lots (as indicated in the Draft EA) and would be exclusive for the event.

Public Involvement: The Corps is inviting the general public to submit comments on potential environmental impacts that could result from implementation of the proposal. The public comment period on preparation of an EA for the proposal described above would extend from Nov. 25 to Dec. 24, 2024. Please direct your comments or questions to Jon L. The Corps will actively consider any comments timely received. The results of this consideration would be reflected in a memorandum for record placed in the Administrative Record, unless consideration of the comments was reflected directly in the EA, either through a modification of the document prompted by the comments or an appendix to the EA articulating responses to the comments. Once the EA is complete and if a Finding of No Significant Impact (FONSI) is determined to be appropriate based upon the analysis contained in the EA, pursuant to the last clause of 33 CFR § 230.11, a separate notification will be sent to concerned agencies, organizations and to the interested public stating that the FONSI is available for review. If significant effects on the quality of the human environment are subsequently identified and cannot be mitigated to a less than significant level, the Corps will initiate preparation of an EIS and afford the public opportunities to participate in the environmental review process.
