Public Notices

A public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.  

Public Notices published by the Los Angeles District are posted on these three pages. There are two types of Public Notices; Regulatory and Project Public Notices. Comments are due by the expiration date of the public notice. 

Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

USACE to have public scoping meeting about Santa Paula Creek

Pursuant to the National Environmental Policy Act of 1969, as amended (42 United States Code [U.S.C.] 4321, et seq.), the U.S. Army Corps of Engineers Los Angeles District, in cooperation with its non-federal sponsor, the Ventura County Watershed Protection District, will conduct two public scoping meetings for the Santa Paula Creek Flood Risk Management project. Santa Paula Creek is a tributary of the Santa Clara River in the vicinity of the City of Santa Paula, Ventura County, California.

The project was initially authorized pursuant to Section 203 of the Flood Control Act of 1948 (P.L. 80-858), with subsequent authority through the Water Resources Development Act 1992, Section 114(b), to reduce the probability and consequences of flood related damages to the community of Santa Paula and surrounding areas. Because the project now has diminished flood control capacity, and, as a result, the flood risk within the study area has increased, the project is undergoing general re-evaluation under Section 216 of the Flood Control Act of 1970, which authorizes the Secretary of the Army to review operations of completed projects, when found advisable, due to changed physical, economic or environmental conditions.

The purpose of the public scoping meetings is to gather public input in order to best inform the scope of the study, formulation of measures and alternatives and evaluate potential environmental impacts associated with proposed alternatives. USACE and the Ventura County Watershed Protection District will host two public meetings. Both public meetings are scheduled for July 23, 2025. The first meeting will be in person and with virtual access, from 2-4 p.m. at the Santa Paula City Council Chambers, 970 E. Ventura St., Santa Paula, California.
