Public Notices

A public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.  

Public Notices published by the Los Angeles District are posted on these three pages. There are two types of Public Notices; Regulatory and Project Public Notices. Comments are due by the expiration date of the public notice. 

Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

Pursuant to the National Environmental Policy Act of 1969, as amended (42 United States Code [U.S.C.] 4321, et seq.) (NEPA) and Department of Defense NEPA Implementing Procedures (Jun. 30, 2025), the Los Angeles District, U. S. Army Corps of Engineers (Corps) is preparing an Environmental Assessment (EA) for a proposal by the City of Los Angeles, Department of Parks and Recreation (Proponent) to expand the Discovery Cube Los Angeles within Hansen Dam Basin. The purpose of the EA is to evaluate potential environmental impacts associated with approving the Proponent's request to extend boundaries of the existing development onto adjacent subleased land.

The Secretary of the Army under authority of Section 4 of the Act of Congress approved 22 December 1944, as amended (16 U.S.C. 460d), granted the City of Los Angeles, a municipal corporation of the State of California, a lease for the period of 75 years commencing on 21 January 1969 to 20 January 2044.

The Proponent has requested the Corps' approval to amend their current lease that would extend their boundaries to the west and south increasing the area for outdoor activities, educational features, and native landscaping. This lease amendment would extend the sublease area into two parcels adjacent to the existing Discovery Cube facility: a 1.328-acre site to the west (Parcel 1) and a 0.481-acre site to the south of the facility (Parcel 2).

  1. Parcel 1. The west extension area, Parcel 1, would be used to hold outdoor activities including outdoor classes, science exhibits, and special event activities. Facilities would include a 10,000 to 12,000 square foot pavilion tent, an 8,000 square foot tent, a loading dock and a storage area. These areas would be supported by a concrete foundation. The remainder of the Parcel 1 would include exhibits or play areas on either turf or decomposed granite.
     
  2. Parcel 2. Improvements to the south extension area, Parcel 2, would include replacement of existing non-native landscaping with native landscaping to enhance the Discovery Cube entry area and emphasize sustainable landscaping.

If the EA identifies significant impacts that cannot be mitigated to a level that is less than significant, an Environmental Impact Statement (EIS) would be prepared. If no unmitigable, significant impacts are identified, then a Finding of No Significant Impact (FONSI) would be prepared. Preliminary environmental analysis anticipates that there would be no unmitigable, significant impacts on environmental resources.

Comments on this public notice will be accepted from October 15, 2025 through November 14, 2025. An additional Public Notice will be available upon approval of the Final EA and FONSI. If significant effects on the quality of the human environment are subsequently identified and cannot be mitigated to a less than significant level, the Corps will initiate preparation of an EIS and afford the public opportunities to participate in the environmental review process.
